Snowe Bill & mini sites

So ever since people got time to adjust to the looming Snowe Bill, I've noticed something that I can't help but find hilariously funny.
As we're aware, most domainers just park stuff, throw up some PPC rubbish, and wait until someone's willing to cough up enough dough to make that original $8 investment into an $8,000 return.
Frankly, the domaining industry wouldn't be in this position if it weren't for leeches like this, but that's another rant.
The point is that I've noticed some with the PPS/CPA marketing... There's been a MASSIVE boom in the people selling rebundled freeware that will "instantly create" mini-sites that have a few pages.
Mini Sites are simple (but powerful) one or two page web sites that sell a product -- usually, an infoproduct. These apparently harmless sites, when done correctly are unstoppable money-making machines.
Anyway, the Snowe Bill basically has a thing in it saying that a domain must be "developed" with a site on it... Whatever that means.
So obviously more than a picture, some hyperlinks and a search function is now required.
But be warned: Slapping up a one-page site and hoping to make a zillion dollars in sales is not all it takes. Killer mini-sites are studied psychological weapons that need to be created with the proper care.
So, I haven't tried any of this software, but I figure it's basically a package like HotDog, or an offline equivalent to the poxy rubbish you use to make a site on MySpace.
Or worse yet, they're just ebooks, hastily put together that give you the sort of information you can find easily in any real web design book... just less of it.
So, I'm wondering, just how stupid are some of the people investing in Domaining, PPC and PPS marketing?
Are these people really dumb enough to fall for their own schemes when they're repackaged and regurgitated?
It makes me worry and wonder, it really does...
