Here's an excerpt from the Canadian Presence Requirements document published by CIRA (the registry that oversees the .ca space):

Canadian Presence Requirements. On and after November 8, 2000 only the following individuals and entities will be permitted to apply to CIRA (through a CIRA certified registrar) for the registration of, and to hold and maintain the registration of, a .ca domain name:

(a) Canadian citizen. A Canadian citizen of the age of majority under the laws of the province or territory in Canada in which he or she resides or last resided;

(b) Permanent resident. A permanent resident as defined in the Immigration and Refugee Protection Act, (Canada) S.C. 2001, c. 27, as amended from time to time, who is ordinarily resident in Canada (as defined below) and of the age of majority under the laws of the province or territory in Canada in which he or she resides or last resided;(amended June 5, 2003)

(c) Legal representative. An executor, administrator or other legal representative of a Person listed in paragraph (a) and (b) above;

(d) Corporation. A corporation under the laws of Canada or any province or territory of Canada;

(e) Trust. A trust established and subsisting under the laws of a province or territory of Canada, more than 66 ( % of whose trustees meet one of the conditions set out in paragraphs (a) to (d) above;

(f) Partnership. A partnership, more than 66 ( % of whose partners meet one of the conditions set out in paragraphs (a) to (e) above, which is registered as a partnership under the laws of any province or territory of Canada;

(g) Association. An unincorporated organization, association or club:

(i) Political party. A political party registered under a relevant electoral law of Canada or any province or territory of Canada;

(j) Educational institution. Any of the following:

(i) a university or college which is located in Canada and which is authorized or recognized as a university or college under an Act of the legislature of a province or territory of Canada; or

(ii) a college, post-secondary school, vocational school, secondary school, pre-school or other school or educational institution which is located in Canada and which is recognized by the educational authorities of a province or territory of Canada or licensed under or maintained by an Act of Parliament of Canada or of the legislature of a province or territory of Canada;

(k) Library, Archive or Museum. An institution, whether or not incorporated, that:

(m) Her Majesty the Queen. Her Majesty Queen Elizabeth the Second and her successors;

(n) Indian band. Any Indian band as defined in the Indian Act, R.S.C. 1985, c. I-5, as amended from time to time, and any group of Indian bands;

(o) Aboriginal Peoples. Any Inuit, First Nation, Metis or other people indigenous to Canada, any individual belonging to any Inuit, First Nation, Metis or other people indigenous to Canada and any collectivity of such Aboriginal peoples;

(p) Government. Her Majesty the Queen in right of Canada, a province or a territory; an agent of Her Majesty the Queen in right of Canada, of a province or of a territory; a federal, provincial or territorial Crown corporation, government agency or government entity; or a regional, municipal or local area government;

(q) Trade-mark registered in Canada. (r) Official marks. A Person which does not meet any of the foregoing conditions, but which is a Person intended to be protected by Subsection 9(1) of the Trade-Marks Act (Canada) at whose request the Registrar of Trade-marks has published notice of adoption of any badge, crest, emblem, official mark or other mark pursuant to Subsection 9(1), but in this case such permission is limited to an application to register a .ca domain name consisting of or including the exact word component of such badge, crest, emblem, official mark or other mark in respect of which such Person requested publications.

Just a quick follow up and word of warning to others dealing with RTM.net (Robin). Well 2 things, to be fair to robin:

1) Domain transfer was as smooth as could possibly be. He was very friendly and provided all presale information I requested including pictures, stats, and so forth. He really went out of his way to give me everything I needed to know. We agreed upon a price and Robin transfered the domain to me on trust, once the transfer was official through CIRA and the registrar, I wired him the funds. To that point, A++, I couldn't recommend anyone more highly.

2) Regarding transfer of the site's content and specifically the invisionboard mysql backup, I never received it. I've sent about 10 emails over the last 2.5 weeks, left a telephone message, and save one message stating he would get the content to me shortly asking whether I wanted gzip or zip, I've had no other replies. The end result is that I'm just going to have to scrap the previous content, and start the forums again from scratch.

Now since the google index, traffic and current income (which is at 1/3rd right now due to the lost content) were factored into my decision to purchase the domain, I have to say that this was a disappointing transaction on the whole.

This could be especially troubling, since if you have to start again, it's likely that as soon as you are spidered, you may very well drop to PR0, and be essentailly ignored by Google until you have built up your PR again.

It would be helpful to hear from RTM about this sale.

Hi WebCat,

It's not quite as bad as dropping to a zero PR as I've used mod_rewrite to redirect to new content I got from an affiliate. What is frustrating is that most of the income producing and quality content that google had indexed was based on the invisionboard and previous posts. This is not something that I can recover with mod_rewrite as it's embedded in the mysql database itself.

Hearing something from RTM would definitely be nice, the latter part of the transaction compared to the former is like night to day.

Chric, this thread is being watched by forum moderators. Please contact RTM.net and request that he address this issue immediately. You also might suggest he post here if he wishes to protect his reputation.

Members do not take kindly to others not delivering on goods sold. If RTM.net sold you the domain INCLUDING content (as was offered earlier in this thread), then he needs to deliver it- 100%.

Honestly I was sort of hoping the post would prompt some sort of response from RTM.net as well. I'm still willing to give him the benefit of the doubt that perhaps something has gone wrong at his end in terms of his internet connection, a personal problem, etc.

At any rate, I will send him one last email with a link to this thread. I am subscribed to the thread so I will know of any new posts arising, but beyond the email I'm just going to cut my losses, close the issue, and move on.

There are several factors that might occur to make the forum not send a "thread updated" notice. You should (if haven't already) contact him directly (i.e. PM, email, etc).
