.me Governmental Reserved Name, eligible applicants

Hello, I was wondering if there is a way to register a .me name that shows
"The domain name.me is a Governmental Reserved Name and is available for registration only by eligible applicants." message when I whois it.

Who are the eligible applicants? I want this domain for an Ltd. company with the same name. The company already has the domain in .ru zone (i.e. they have name.ru and they want name.me). Whom do I contact about this? Did anyone have an experience registering this kind of domains?

Also, the domain is not in this list - http://www.domen.me/cms/site_files/d...mium_Names.txt so looks like it's not going to be on auction. I did check on domain.me but I couldn't find any information about applying for reserved domains.
