advice on hiring people / contract

I want to hire people on a per project basis to do work that I don't have time to do or is out of my reach. So I am thinking that I should have some sort of contact to send to anyone that wants to work under me for them to sign and fax back to me. Anyone have any suggestions in this matter? Anyone have contacts they can share with me. I will be hiring people in all areas of design/programming such as logos, business cards, seo, flash, custom programming, photoshop work... etc etc
