Duke, i dont know about software as i think if you want quality and a specific unique design, you should seek help from a pro. I can create any banner for any website with output as animated gif or flash. Let me know what you need and i can do it for you. Email me.
I use Photoshop and Gamani Gif Movie Gear, but there may be better ways
Use Flash and publish as a gif
I love Ulead Gif Animator 5
Sometimes I even creat banners at adddesigner.com and edit em w/ Ulead Gif animator to take out thier advert.
