Community Blogging Software (looking for)

Hey all. I'm not very up to speed on blogging so I am hoping somebody may be able to help me out here. I'm looking for blogging software (free or otherwise) that will turn a site into a community website, where guests can sign up and create their own blogging account. Something that will show the top rated or viewed blogs and bloggers and with lots of plug-ins.

I'm not sure if such a thing exists. I've googled a little and will continue to do so but I am hoping some of you good people might be able to recommend something that fits the bill.
