Converting a mini-site into a fully developed site

Let's say you own a domain and you have a long-term plan to develop it into a fully developed site. In the meantime you create a mini-site for it. When you eventually make the transition from mini site to fully developed site, should it be a gradual one or can it be done all at once?

Also, is it common for a web site to drastically lose its page rank and position in a search engine when this transition occurs? (Assuming the mini-site ranked well in the search engine).

It should be a gradual process and the PR will not be effected if the topic of the domain does not change. Pagerank is all about backlinks but Google can become wary if the content of the domain changes, like with dropped domains when the backlinks can be reset.
