It looks Russian. Nice layout.

Its nice.
Thinks I think could be improved:
Black banner at the top looks a bit out of place, perhaps make it a grey or see through?
Dont like the logo, it doesnt stand out enough and looks a bit lost in all that white space
Not a fan of the [+] menu system, looks a bit dated i feel, perhaps look into mega menus?
The page is way too long, need to break down that content
I think the onHover css of the top navigation bar should highlight the whole button, and the 2nd set of tabs (just below) should do something on hover.

Just my opinion. very nice colour scheme and layout on the whole

I don't understand Russian, but its a great looking site. Only thing I'd say is that above your AdSense ad unit it says "AdSense Block" - i'd remove the "Block" part - don't sound right. otherwise, looks great!
