Absolutely zero idea how to start - apart from asking ! I only buy and sell names !

Two names I would like professionally developed, If I can afford it!

Start with - American.info it cries out to be developed, tell me what you can do and what it may cost me?

You can develop it into american lifestyle information site.

With chat and pics and about wild wild west. and other things.

This is the only thing that comes to my mind after hearing the name.

Wot , when you say developed are you refering to built and promoted? It would be impossible to quote a price without knowing details of the goals you would expect.
