I have a problem, some say it's a big one
Suppose you have a domain name and an idea of what such a website could look like, but no means or money to develop the site. What would you do in that case ?
No, don't tell me answers like "despair" and "sulk" ...
Seriously. Any tips on how to go about getting funding, content, design, and all other necessities of website-life?
Are there any jobless webdesigners congregating somewhere whom I might contact to partner up with me? Any other ideas?

There has to be a technology training school around you and it's probably full of students who need a project to work in order to graduate.

First thing you need to do is to decide that you want to work rather than get everybody else to do things for you.
Then you do what I did and use Google to find advice pages and things like

Irfanview
Leech ftp
Then you set up a web site on your free ISP subdomain. At this point you haven't spent any extra money. Now you sell some things on Ebay and learn about picture Hosting and using html to build a "me" page.
Buy a domain name with the money you made on Ebay and link it to a free host. If you then don't make money, try something else!

To clarify the matter.
I know how to get a website up, how to do HTML and even some JavaScript, ... my skills are good enough for a regular homepage.
My problem is, to get a fully professional website up without money or experience.
Sure I can buy indian HTML coders on elance.com and such, but a website needs content, marketing, ... several talents need to work together. It's no problem if you can pay them, but without money... ?
See where the problem is?
A good domain-name and a good idea don't make a website. So if you have any suggestions on how to stamp up such a team, how to get the funding and such. Maybe some free consultations by some non-profit-org ...
