An affiliate program is probably the way to go. Look through the Developed Website forum here and you'll find some affiliate travel sites that have been listed... you can pretty easily figure out who the affiliate is by looking at them. Don't recall a name off the top of my head, but have seen them in that forum a few months ago.

There is no cost to join, and they pay 50% of the commission for the booking to the affiliate which is you. I've seen a LOT of sites that use this arrangement. I think you basically drop them in a frame or something and so you get the left nav and header with your own design, and they supply the details.
