Hyperlink Regulations?

Does anyone know if there are any laws or regulations concerning linking a web page to another? Is permission necessary? Are there any liability issues? The reason I ask is that I'm developing a website about community information and my plan is to provide links to different sites in the community i.e. the town's official site, the library, the Board of Education etc. etc. - is it advisable to ask? Or is it assumed that a site can link to any site and that there are no rules about linkage?

You are right and most sites welcome linkage but there are some sticky issues i.e. American Express link policy of late.

alot of sites that have been built around a theme dont like some links and i s'pose legally it can sometimes be illegall but there doesn't tend to be a problem. If anyone complains to you, just take it off!
