How should I advertise it.
How should I make money from it

Sorry to hear about your Mom. You best bet is to get another high end insurance plan, if she already has one. It may end up costing you about 6-8k per year.
If you need to help you Mom, then DO NOT experiment on anything in trying to do so. Hold on to the funds.
Keep asking questions and any other help you may need. I don't have all the answers far as your situation goes.

Not sure about the whole free Hosting idea. It will take time for you to build up any significant revenue stream and it looks like you need funds quick.
Can't rush in this business. Take your time and learn before throwing your money into something you're not familiar with.
Sorry to hear the bad news. Investing into domains is like investing into the stock market. There is always a risk involve. You better off holding on the $2000 for emergency fund at the moment. If you really want to get involved, you might want to check out different forums to buy an established website with traffic and proofing revenue. Expect to spend some money on advertisements to bring the site to the next level before you resell it. For example, if you buy a site for 10 month revenue earning $2 a day and be able to bring it up to $4 a day, you have double your fund.
** Warning: Very often stat and revenue posted by sellers cannot be trusted. So you have to be careful.
There is a lot of free web Hosting service out there already. There isn't much money to be made from it except from affiliate referral.
