I am from India and your format depends on phone. Normally indians use phones manufactured by Nokia, LG, Samsung, Sony, Motorola. IF you could provide me more hints, i could help you more.

thank you for your information.
So lets say that you visted a mobile site (non-flash lite) and you see the link for flash. when you click on that link, you will be sent to a .swf page (not by downloading, just accessing).
Is this possible in India?
I had researched this before and found that the only way that mobile phones elsewhere (including India) to view flash lite content is to download it (.sis). Has this changed recently?
