Is there a place to go online where web designers hang out, and I can propose a web development project for various designers/developers to bid on?

I'm familiar with scriptlance but that seems to be primarily for programmers and coders. Anything similar for web designers?

(I am looking to develop a couple of websites and need to hire a good web designer/developer for the project)

Hello,
if you are looking to quality designers, you can go to elance.com , it's better than other sites because designers pay registration fees in order to get membership and they have to sign contracts and so on, which will keep your rights for the project.

Just because your designers pay reg fees, does not make the site better than others. That might even be a downfall.

eLance is good. I personally think that if users have to pay reg fees in order to use it, the idiots will be filtered out. After all, the good coders and designers should make enough money to pay the fees. It's a little unfair to people starting out, but that's what the other sites are for. eLance is where you will find people doing it as a serious business worth investing money into. Just my .02¢

A too late answer from my side but just wanted to mention that paying a fee for registration will make the designer keen to keep his membership by acheiving design projects the right way, otherwise he will loose his membership
