Awhile back I picked up NoSoliciting.org with hopes to develop it someday. Now that the donotcall.gov thing has taken care of the phone solicitations, I wish to develop this domain to take care of the email and mail solicitations I constantly get. How could I go about creating a registry that interested parties could subscribe to, and that solicitors would have to check before sending out unsolicited mail and emails?
How could you enforce such a thing?

Why not just create an information site to tell people about all of the services available and their rights? You can go beyond the US and include other countries if you want a large site.

Or ... you could (if the name has any traffic) set up a site that sells those "tele-zappers" (devices that weed out telemarketing calls)
