Question about CJ.com and web site development

If someone has a keyword rich domain that they want developed into a CJ-based e-commerce store, do they have to build to basic parts of their web site first before they can sign up for CJ.com/be approved by CJ.com? Or can they sign up and be approved before the site is even published for the domain? Does CJ.com have to see the web site before they can approve anything?

Beware of CJ.com. I caught them red-handed commiting fraud by reporting "zero sales" on a promotion where I personally was the buyer, and failed to respond to demands for an explanation.
