Yes, this is very common. I can see how there might have been misunderstandings on both sides. Business is business and time is money so make sure you always get it in writing.

Okay, so about.. maybe 4-5 months ago i contacted Thomas Norris (tnorrisdesign.com), 17 at the time, about a website design for my Gaming Computer Business i planned on starting up. So we discussed the project and agreed to a $950 project cost and $95 upfront for a mockup to work off of. After the mockup was finished i soon lost my job and asked him to put the project on hold. In the meantime i asked if I could market for him and take a 15% commission off any work i sent his way, so he agreed. I got him one job for roughly $700. He was paid for the project in full and began working on it. Soon after he claims the client "disappeared" and stated I would not be paid until the project was finished. I have been on his case for months about how he has the money for the project and he should give me my cut (only about $90). He continues to refuse payment every time i speak with him and tells me i need to get a job and stop begging for money? lol.
