just flash and an editor is all you need

flash mx studio and alot of learning is all you need to make flash files, not really anymore to say.
Or pseudo-flash by using Swish.

go there to try macromedia flash for free for 30 days, when you get used to it it is easy to use, also there forums are helpful place to ask questions and there are loads of tuturials on the net for macromedia flash
