Want to host a website that hosts other easily created websites. Will pay $$$

I have a very good domain name that I want to use as a portal website.

Basically what I want to do, is kinda like what http://guildportal.com does. I want to host a website that people use to create their own websites. Instead of the users having their own domain, they would have their own subdomain theirdomain.mydomain.com . I want an easy template setup, kinda like what guildportal does, except I want to do it for free. Problem is, I can't find ANYTHING online.

I'm willing to pay for the software. If this is something that will require some custom work. I am willing to hire out a member here.

If anyone here has any idea what I am talking about and can help me out, please let me know. Also, if you are willing to directly help out with the site, let me know the bottom line price for the site.

You might want to take a look at buddypress.org, as it sounds like it may meet some of your needs. It allows members to create their own sites (blogs). Best of all, it's open source.
