Yes they do. It is more of a referral program though. You can read about it at this link.

You must sign up as an adsense member if you are not allready one. Once approved you can place referral links on the pages of your website based on the category you choose. There is also a referral program with them that is generic and lets you target everyone. They are two separate programs. I suggest you read up on them.

Yes, there is one. However, you will get paid only if the publisher you sent to them makes some xyz amount of money. You can find it under Ad Setup -> Referrals.

I never said that the payout was unfair... I just said that it is different from usual affiliate programs.

I never earned any money with Google Referral 2.0, I don't think that many of the big players are also promoting it !
