Recommend Commerce Script

Hello,
I sell software on my online store. My biggest problem right now is people doing charge backs. Even though I provide screenshots and even though the only way they can download my scripts is by clicking on a validation email sent to their paypal email address, paypal and CC companies still approve the charge back. It's very frustrating. Seams like the only way I am going to win is if I collect blood samples and make sure the dna matches.
Anyway, I would like to migrate my store to another software. I am thinking this configuration will prevent majority of the charge backs.

1. Have a customer be able to buy a product without having to register first. After he/she pays for the program then the two things will happen below if the criteria matches.
2. For first time buyers, I want to prevent them from downloading any files until I make sure that they are who they say they are either by email or phone.
3. For purchases over $20 I want a tracking number immediately generated via fedex/ups api and an email sent to the buyer stating that their product has shipped. Later on I will mail them a letter. Then they can download the files they purchased.
Can someone recommend a script that can do above without major coding? I will probably just pay someone to customize it for me.

You could try 3rd party like clickbank. I'm not sure if it would serve your purpose but it's worth a look. Or creloaded, it might work.
