Sara, the answer is simple, list the registrars that cause problems and charge the 'premium 150 rate' on them! All other registrars would be charged the lower standard rate. In such a circumstance one or both of the following is likely to occur:
1) People do not register a domain or park a domain with an 'awkward' registrar;
and/or
2) Those one on the list of 'awkward' registrars would soon change their policy so as to keep business and thus allow fluid movement of domains.
Obviously the staff at
sedo know those registrars they consider awkward, so apart from typing in a little data this whole exercise should not take more than one member of staff a single day (that is allowing for that staff member to talk to all other staff members to make sure the list is a complete one).
Seems simple to me.
