first of all: call them to see if maybe they got the money back if someone made an error with the wire. International wires have issues all the time. Try to resolve that issue the old fashioned way by finding a solution once you got the communication breakdown out of the way.
If they are not responding in a way you think is appropriate dont waste any more time and ask your lawyer to draw something up in order to seek your money plus damages.
I am sure they are tracking it. Don't worry. They are reputable company, and they won't ruin their reputation like that.

How did you find out the seller changed his mind? This alone is grounds for banning the seller from sedo.
