GoDaddy requires paypal account with back up funds which can only be supported with a credit card registered with anyone given paypal acc. Thus in essence Godaddy also require you to have a credit card.

Snapnames offers paypal for payment of caught domains.
I don't know if you have to have a credit card to establish an acct. with SN.
