Well I am not sure how accurate I am with this however I feel that China is currently number one market base for many free services such as free hosting, free email etc. Whenever we launch a free service, it simply gets invaded by chinese members within a very short period of time and unfortunately it sometimes becomes a bit of nusance with all the spamming etc. involved.

The problem with China is that they don't have quite the same networking/bandwidth infrastructure that the U.S. does. Decent bandwidth in the U.S. costs ~$20/mbps/month if a datacenter buys in bulk (generally, 1000 mbps/month can run about 100,000 websites), but it costs about five to ten times that in China. Hence, your cheapest hosting companies will probably be in the U.S. or other heavily developed countries. From my understanding, if something's illegal in the U.S., it'll probably also be illegal in China- unless you're running a website for the U.S. branch of the Communist Party.
