Take a look at the advertising forums here on DNforum, there are a few Hosting offers out there that has exactly what you need!
I will suggest you hostgator, not really advertising but i have been using their reseller package and i have been getting great support plus most of the highest directories they are the top at the moment.
FOr 20 + sites i think you should get an reseller package because thats power and can handle your stuff.

Always look into reseller accounts when choosing Hosting for such a high number of domains... they give you room to grow both with # of domains and data transfer.
