If you use a plain OS install, you could easily write a perl script to do this. If you're using something similar to CPanel, etc., there are many freely available and paid scripts that do just that and all you have to do is install the addon.

I am considering having a script written that will do this, but do not want to reinvent the wheel if I don't have to. I need dedicated servers with lots of IP addresses and shell access.

Why do you need the IPs? Named based Hosting is not good enough?
Also note that you have to justify the IP usage and pay ~$1/month/IP.
