If you use a plain OS install, you could easily write a perl script to do this. If you're using something similar to CPanel, etc., there are many freely available and paid scripts that do just that and all you have to do is install the addon.

I need to find a way to bulk add websites to a server. I currently have 3 dedicated servers, and am adding tons of sites, but I need a way to automate it. I want to drop in a list of domains and have the accounts automatically created.
I am considering having a script written that will do this, but do not want to reinvent the wheel if I don't have to. I need dedicated servers with lots of IP addresses and shell access.
Any suggestions?

Why do you need the IPs? Named based Hosting is not good enough?
Also note that you have to justify the IP usage and pay ~$1/month/IP.
