Refer me to a good Windows Host

I was wondering if anyone would be able to recommend or give a good review on a Windows host with the following specifications.

need to host at least two domains with one plan
at least 1000MB space
as much bandwidth/transfer as possible
24/7 support via phone, email, chat, etc.
Control Panel
99.9%+ uptime
ASP
MS Access
optional - the possibility to use PHP (linux) in the future as well along with windows (ASP)
email not an issue
< $15/mo.

I had originally thought of going with M6 Hosting, but I started reading some reviews . . . didn't take long to convince me I ought to start looking elsewhere. Then I stumbled upon 1PlanHost. They look pretty good to me and I read a whole lot of good reviews on them. Has anyone here done good business with them? Recommend them?

As a side note: This forum has an articles section . . . why don't we add a spot for hosting reviews. With a great experienced userbase like we have here, that would be a great help for some folks.

www.godaddy.com is the best for everything IMHO.

the deluxe plan is a good option for the windows servers, the php only runs in safemode on windows though, but the asp.net is awesome with an ms sql database running dotnetnuke. bliss
