I want to make a proxy site using a Php script/ Cgi script. I want to know that can I host such a site on shared hosting at start?

If I can't host it on Shared hosting, Do I need Virtual dedicated or Dedicated server?

What type of proxy site? providing lists or anonymous browsing? How much traffic do you expect to have?

I would start with shared to begin with - there are plenty of hosts that can provide you with more than enough resources. If you aren't making revenue from the site already it makes no sense to lease a server at this point.

I would suggest you to start with shared hosting as your site is new so it won't get a lot of traffic and revenue initially. Some hosts do allow you to host a proxy site on a shared account. But look for a host who allows you to upgrade your account easily if the need arises later.
