Adobe Photoshop CS, Adobe Image Ready, Adobe Illustrator CS and Macromedia Flash MX Pro should help you achieve what you are looking to do. Some people would recommend Macromedia Fireworks as well but that's up to you. There really isn't much you can do with Fireworks that you can't do with Photoshop, Image Ready and Illustator. Some people prefer it to Adobe because it was out before the Adobe programs but most people use the Adobe software.

You can't go wrong with Photoshop. If you want your graphics in vector format, get illustrator also.

for cheap fast logos I would also recommend The Logo Creater, at www.thelogocreator.com. Comes in very handy for knocking stuff out if you just want something generic
Photoshop is the greatest program ever written. I highly recommend it.
