I am looking for a professional designer who can design logo's and web site layouts for several upcoming projects. The designer must have the ability to slice and code their designs as I am not looking for just a PSD.

Some examples would be gaming sites i.e.) poker sites, arcade games, cheat codes, forums, portfolio sites, tutorials, sms sites, and so on.

Are there any designers here or does anyone know of a designer or place I can go to find some decent designers?

When you say "gaming", do you mean video games, or casino, poker, and sportsbetting?

I've spent the last 10 years of my life working as a graphic artist in the later market designing for most of the major online and high street gaming companies. I have designed quite a few identities and have done many websites, banners, mailers, newsletters, and landing pages... and I am an expert at print collateral. One of my identities graces the jersey of a popular English Premier League football team. I served as the art director of said sponsor for more than a year.

I'm not a $100 logo guy, but if you are interested drop me a PM and we can talk.

I use a Dave from SquareLogo.com - he is really amazing, not cheap but worth it. He has designed 5 logos for me in the past year.
