I am just finishing up development of 1 MASTER site that will have aforum, blog, etc... etc...
Without getting blacklisted by any major search engine - should I change the name servers on the other 100 pages that are undeveloped but receive type in traffic , directing the nameservers to the 1 developed MASTER site?
Am I better off redirecting via 301 Forwarding to the master site?
or should i send all traffic to a splash page that allows them to click on a link taking them to the MASTER site
i just want to be careful that i dont get my site banned

Your master site should not get banned because of external factors, i.e. you can use whatever you find suitable to drive people to your site.
Your main goal is to deliver most of the type-in traffic to your new site, so you can use 301, 302, javascript/flash redirects, or just ask people to click a link.
The proper way to do this is to implement 301 redirects. However, it will tell search engines that the pages ceased to exist and are moved permanently to new location, so search engines will drop the pages from index. No big deal if you get no or little SE traffic now.
Otherwise you should evaluate other, possibly not so legal methods.
