5 YEARS and counting ...
Buy a few shares of iShares Silver Trust (SLV) its down to about 9.50 / share. Each share has an intrinsic value of slightly more than 1 ounce of silver. With the mortgage market crashing, and the privatization of Fannie Mae and Freddie Mac (US lenders), its a safe bet that it will rise.
Ride it for a few months. Your money will grow while your site goes through Google's sandbox. After that, you can sell it off and have twice as much money as you had before and a site that will actually benefit from it.

Blogs are a great way to advertise. Consider paying people to write about your site, or even start your own blog.

I think that for less than $100 you can get a good SEO program or course. This way you will know exactly what to so all of your websites get good rankings instead of buying just one review on a blog to help just one of your websites. While a review like this can help your rankings a little, just one review won't get you on top of the search engines most of the times.
The course that I would recommend is http://www.StomperNetDVD.com/launch
You only pay shipping for this one, so you'll have the rest of the money to spend elsewhere (so you can still buy your review, hehe).
I would be able to help you with SEO, I know $100 is not much, but I work with you to get you on the right track. Please send me a PM to contact me personally. I would be happy to show you examples of my work, and I can give you an example of how I think your $100 would be best spent.

I would do as meganerd suggested, which is to buy some custom-written content for your site. I would also get a great web template.
Also, try finding some expired domains that were formerly on your site's topic, especially ones that have links: and redirect them with a 301 Permanent Redirect to your current site.

I'm afraid that $100 won't go too far when it comes to SEO. Optimization is a long term process which require quite a bit of time, effort and money.
If you spend your $100 now doing link building, buying content or anything else you will end up with a few backlinks which I'm sure won't help that much to get you a top position.
Better save your $100 and start reading as much as you can...
-Buy $50 worth of text link ads (text-link-ads.com) in your niche.
-Buy $50 worth of targeted PPC traffic.
-Article Marketing
-Add a blog to the site and make 2 - 5 unique posts (atleast 150 words) everyday for 2 weeks (but the longer you do this the better, obviously). Make sure you put the keywords you want to target in the title of each blog post.
you can try link exchanging with other sites...
