Google does not make any manual changes to serps cause it is impossible with this volume , the only think they apply manually is they unban a domain and that is also semi-automatic(imo).Google is the emperor of internet era and we(ordinary people) don't have much chance to talk.
You can ask here and see other peoples experiences.
