It's depends on where that RSS content exists...if you're using someone else's feed as content on your site then it might be considered a duplicate of the original: the search engines would have a problem with it (Google).

But, generally if you make an RSS feed available of your content and you publicize that RSS feed then it can actually help you in the search engines.

So, it depends on how you use the RSS .

...Penalize RSS content as duplicate content?

    No
well for sure it will not counted as unique content, but your website visitors may like it.

As far as dup content, its who every has the most backlinks will rank for that article/rss feed ect. not the original poster of it.(unless he has mucho banklinks)

    I'm
not so sure its that bad of a thing.

thanks grace that was helpful......the only thing i want to know about is if you have one page full of good rss would your site as a whole suffer from search engine lower rankings as it contains pages of duplicate content?

Well it's happened to me, so yes, the entire site may be penalized. If your running feeds, I suggest putting them on any page except the index.

You are not penalized for duplicate content. Google uses filters to rank what it thinks is the most important page (source article). RSS is used mostly so subscribers can view the latest posts in RSS readers. Although it can be used to scrape content. Only show an extract of the post so a duplicate of the article is not published elsewhere as a preventative measure.

I was talking from the publishers perspective. You can show only a part of each blog post, not the whole article. If you are using the more tag in the posts it does this automatically.
