yes but your best off getting recomendations from satisfied customers because SEO is obviuosly all about results. I used to do it for clients but found it much more lucrative to just do it for myself. There are companies out there that produce results but you have to keep in mind that top results are worth top dollar.
go to textlinkads.com and you can buy links on people's sites (sorta auction thing) and payperpost.com let's you post an "opportunity" to get bloggers to blog about your product and link to it - you can specify what page rank you want.

High pagerank can be obtained through buying text links which is not a big issue if you have the funds.
High rankings is the problem where it does not only depinde on backlinks. It will depinde on many factors which can be also done but the most annoying and hard one is AGE. If the website is new, it will go into "sandbox" in google and yahoo. How long it would stay there, will depinde on whats your targetted market ?
Ex:
A lineage game website took 1 month to show in results, for its targetted keywords and rank in first page.
A webmaster directory took 3 months to show in results for its targetted keyowords and another 2 months to rank number 5 on first page.
A web Hosting directory took one year to show in results and hardly in the top 100 now !!
For google, its about the "website age" & "website market"
For yahoo, its about age. at least 4 months to show in results and rank.
West virginia sign shop is easy but don't expect much traffic from that phrase. Anyway, it would help if you post the website url so we can take a deep look.
