From our experience, it boils down to the G algo. Since the majority of major sites are in the gTLD space (com/net/org) they tend to get the premium spots in G SERPs.
If you have a truly content rich site in a ccTLD such as .ws, then it may indeed rank top 10 or above the fold on G SERPs, but the usual G SEO rules apply regarding content, inbound contextually relevant links, etc.
If you have a ccTLD that you plan on developping to compete with an existing .com/net/org with quality content and positioning on G, it may be a tough uphill battle.
