Can someone explain to me the concept of 3 way link exchanges and their effectiveness?

Since developing a number of domains, I have had continuous requests to engage in 3 way link exchanges - in return for linking to their primary sites, I get an offer to be listed on what quite often looks like an inferior cookiecutter/template site. Whenever I ask to get a recipricol on the main site, they seem to always decline.

These requests are usually sent out automatically .. ( IBP or similar )
When you reply , then you reach a human...

In 3 ways link exchange 3 or more than 3 sites will exchange links with each other. In this process one webmaster give links from their extra sites and other webmaster can use another sites to give their outgoing links. Here the first webmaster asks the second webmaster for giving links. If the second webmaster agrees with the first, the first webmaster's extra or supplementary sites give links to the second webmasters site. But when the second master asks to give link to first webmaster then the first webmaster put the link into their supplementary sites. So here total use three websites for links exchange. So it is called 3 way link exchanges.

It is better than 2 way link exchange because Google cannot understand the link exchange of two sites in 3 way link exchange. But in 2 ways link exchange Google easily understand the link exchange so Google panelized the sites.
