Briefly, a marketing strategy is a summary of how you intend to attract customers. A marketing plan is the document describing what you intend to do to achieve the marketing strategy.
For example, a marketing strategy might be to sell geo domains to real estate agents. A marketing plan would describe the tactics of sending direct mail, making cold calls, etc, as well as a SWOT analysis (Strengths, Weaknesses, Opportunities and Threats) and other actionable information needed to achieve the strategy and drive the day-to-day execution of the tactics.
A marketing plan is one part of the business plan.
Marketing plans, business plans and marketing strategies can constantly change.
