Would prefer sites that are either FREE submit or annual fee with no limitations on number of sites submitted.

SEO is an art that cannot be restricted to "submitting" sites. It requires implementation of a strategy based on a defined scope. Depending on the amount of work done and the knowledge of the SEO specialist, results can be fast and long-lived. However, SEO is no panacea when all one needs is search engine visibility. A web site must serve content that is of interest to the random visitor.
I can do the leg work and the ongoing work and updates myself.
What I am looking for is a site where I can do this submission and tweaking myself. For multiple sites.
I realize it can be a tremendous amount of work but rather than "hire" a specialist on a per site basis I would rather have the control and flexibility that a good package or software would enable me to have over my own sites.
I might be exactly clear in what my needs are as expressed here, but basically this is it:
I will soon have hundreds, perhaps thousands, of active sites.
Content will be updated on a regular basis either with feeds or added original content.
Currently on a couple of sites I have there is software (proxy server?) that automatically resubmits to SE's every 30-45 days. But this is a fee PER SITE. I have had tremendous results with this method, results in regards to traffic and visibility and site usage.
So I am looking for a solution to do this with multiple sites.

Gerry, you need to understand that submitting URLs is not SEO. The part of SEO that delivers results includes the following tasks:
Keyword selection and optimization, based on popularity.
Copy seeding and population of pages with related keywords.
Cross-linking of sister web sites.
Creation of hidden portals.
Submission to search engines.
Keyword bidding.
Press releases.
Maintenance of visibility using various techniques.
I am missing quite a few steps but that's a rough guide.
Doc, I am not aware of software that would do all of the steps above that are essentially done manually and at such a large scale. But there are SEO-centric forums out there that could answer that.
