Yea, depending on when the link is removed and when the PR update is, you could potentially see non-existant PR for 3 months or so.
However, once the page that had the link is crawled a few times by googlebot and seen to have removed the link, the effect that link had will be diminished immediately. Basically, the toolbar lags and is innacurate.
