This has to be a scam! They want everyone to link to their casino sites with the same link text, and then at the end of 4 months they will pay $2500 to the site that ranks highest on the words "CPayscom online casinos", and $50 for the top 50 results.

So basically what they want is for everyone to link to them and then promote their pages that the link are on, so they benefit from the second-hand promotion, and PR/SERPs. It's a clever idea though, I wish I'd thought of it first...
