    Load of BS. The title is contradicting with the article. Surely you have to make sure that you either have a good static description, or you have fresh news that will partly show up as the description for your site. In most cases I use the latter - it's a good sign for the potential visitor that the site is being updated regularly, and has the latest information about the subject.
