400 per 68K impressions is not good. That's 0.005 ctr.
Adsense is not your problem. It likely is source of traffic or content quality or design or combination of these.
If you bought traffic from someplace that sells 10,000 visitors for $15 or some nonesense like that it probably explains at least part of the reason.

My best site gets about 20-30,000 impressions per month. And makes about 10 cents per click on average. Most of the traffic is foreign (80%) - I don't think 68K with $400 is bad. (I'll take it if you don't want it.) I'd add some affiliate stuff. Leave the adsense, or rearrange it, add other ad revenue. Add links to your other sites in the footer or links page. (I'm still a newb, first site is only a year old.)
pop ups generate a lot of revenue for me on my parked domains at ND. I think popups would increase u r income.

i thought adsense TOS states, you can only serve adsense ads.
They don't like it very much. Some people can get away with 1 pop up. Adword sites can't have pop up.

Can't compare, ppc mini sites are very different than a complete website that has actual content , they tend to have a much higher CTR simply because there is really nothing else there so they click on ads that look more like what they are looking for.
Leave the Pop=ups, you can make intermediate Adsense pages to force users to click on them.
