I have put adsense on alot of my sites, I have 51 impressions 4 clicks, but $0.00.
Can anyone help me find out why I haven't earned anything?

I think public services ads not even count as click.
If any of the clicks are "yours", then don't expect to get paid. Expect to get banned from adsense.
Give it some time. There can be some occasional free clicks but it shouldn't be the norm.
