Duncan - exactly, advertisers have lowered their CPC rates because about a quarter of all clicks they recieve or fraudulent...
That means approximately 25% less revenue for us...

It is click fraud if the link JOHN DOE clicked on is a CPC link. If it is a CPL or CPA link then I would not categorize it as click fraud as the publisher would not make any money unless a purchase or lead is generated.
Somehow I really doubt you are limiting this only to CPL and CPA campaign links and you wouldn't be able to tell in the first place so it is click fraud.
The bottom line: If you tell exactly what link to click on and that link is a CPC link then it is click fraud and fraudulent. You are saying that these people make purchases and sign up for offers so it would make more sense for you to directly use this user-group to generate significantly more income through CPL and CPA campaigns so why don't you do this instead of having webmasters pay you to have your user-group click on a link?
