On what parameters would you judge the sites?

Usability
Design (multiple parameters here)
Navigation structure
People have strong preferences sometimes, how would you reconcile that?
It might turn out to be good idea if you can come out with something interesting.
btw...whats the revnue model gonna be?
Presentation is everything ....
Judge it ... i dunno looking for ideas on that.

I like the idea - and will do it myself sooner or later.
www.SelfPromotion.com has over 50 awards, and shows how to get more or create your own. It's not that easy but highly rewarding.
My problem with awards is that most webmasters that Really deserve them don't even try - so second rate sites sometimes win. My nomination for tons of awards and a case in point:

The grandaddy of "best-of-the-web" awards are the webbys, considered the "Oscars" of the internet. They have a webcast awards show and the works.

Go to Yahoo and do a search on "web awards" (but DO NOT use the quotation marks). You'll see the dozens of sites that exist for this sort of thing.
All this doesn't mean you shouldn't go ahead with your plan, just that it's already a well-developed field, so if you decide to compete, you've got your work cut out for you.

I dont agree with their winners list though.

The main reason awards are so popular is not due to a site being worth anything or even being able to get traffic from the awarder, but to get more and more places linked to your domain increasing link popularity.
