I wouldnt quite call that a legit offer, an ebay account can be made in 3 minutes. Its possible, but not likely. Either the seller doesnt own it, or the buyer is BS. There have been quite a few high dollar domain scams on ebay lately.

Is it common for names as good as bob.com to be listed for sale on ebay? It just seems like a name that good would be listed for sale elsewhere. I could be wrong though, I'm still fairly new to this...

I don't think that is out of the question at all. Would not at all be surprised if it far surpasses the 1 mil mark. Only question is why sell on eBay and will the buyer pay on eBay? My guess is it will be pulled at the last moment. Will certainly create quite a stir and much hype.
Actually, I was going to use it to send to my new online Nigerian friend. He told me if I sent him a million, he'd send me back 50 more! Now that's a great deal!
