The registration of "To Be Released" (TBR) domain names has been suspended
until further notice. Please call 1-877-860-1411 (8:30 to 20:00 Eastern) or
contact one of the CIRA Certified Registrars listed at
http://ro.cira.ca/re_choose_en for additional information.

I called, and apparently there is a problem with their system. The current plan is to hold all domains that would normally be released, and then once their system is back there would be one huge TBR day. There is no estimated time to repair, I asked if it would be days/weeks/months and the person I spoke to didn't know.

Interesting, I had a few .ca domains that I was gonna hand reg if no one caught them.

You can still register domain names Jeanco if you want to. This system is working.
Cira had problem to make a new TBR script working on their site ( http://www.every.ca/news/123/ARTICLE...7bd0ae6390fa0e )

Next TBR session is going to be huge! The longer the problem is the better the next TBR run will be
